Summary The Paramedic position is assigned to Veterans Transportation Services (VTS) – Ambulance Service within the Emergency Medicine department performing basic and advanced life support procedures. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement – 04/06/2026. Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑09 position you must have served 52 weeks at the GS‑08. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year – it may not clearly demonstrate you possess one‑year time‑in‑grade – as required by the announcement. In this instance, you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d) – No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position. Selective Placement Factor (SPF): Four selective placement factors have been identified for this position. Applicants who do not meet the SPF are ineligible for further consideration. You must possess a valid/current state‑issued license or certification for eligibility for employment (Paramedic). You must possess and maintain current Basic Life Support Provider (BLS) Certification. You must possess and maintain current Advanced Cardiac Life Support Provider Certification. You must possess a valid and unrestricted state driver's license. (Please do not provide a driver's license; a picture will not be accepted. This requirement will be verified during interview). Condition of continued employment: The Paramedic shall obtain certification as a National Registered Emergency Medical Technician (Paramedic) no later than 18 months after employment as a condition of continued employment with VA. In addition to the English Language Proficiency and Selective Placement Factor above – to qualify for this position at the GS‑09 grade level – you must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS‑08) in the Federal Service – directly related to the work of the position. Specialized experience includes knowledge of the body systems necessary to perform patient examination; responding to emergencies involving injury or illness; experience providing transportation of patients to medical facilities; using communication equipment; knowledge of protocols for chemical, nuclear, biological, and hazardous material incidents; and experience operating emergency or patient transport vehicles. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed two years of graduate education or a master’s degree is creditable only where it is directly related to the work of the position (transcript required). COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate education (in excess of one year) and experience may be used to meet total qualification requirements (transcript required). Designated drug‑testing position: Applicants tentatively selected for VA employment in a designated drug‑testing position are subject to urinalysis to screen for illegal drug use prior to appointment.
