Setting and ReportingThis position is located within the Air Transport Service (ATS), Logistics Division (LD), Office of Supply Chain Management (OSCM), in the Department of Operational Support (DOS) at the United Nations Headquarters in New York. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, Offices Away from Headquarters, peace operations, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre and the Enabling and Outreach Service. The Logistics Division (LD) performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The LD provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport including unmanned/remotely piloted aviation, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Air Transport Service provides aviation support to all Secretariat entities through the timely establishment of the required contracts, in coordination with the Procurement Division, and provides management support to all clients to enhance cost effectiveness and efficiency of aviation operations. The Service is responsible for providing aviation sourcing support, including for unmanned aerial systems (UAS) and airborne intelligence, surveillance and reconnaissance (ISR), by developing technical specifications, statements of requirements, modalities of long-term versus short-term sourcing and letters of assist versus commercial sourcing, to ensure that clients' needs are met with the most appropriate services in the most cost effective and efficient manner. The Service provides dedicated UAS and Airborne ISR support to clients; facilitate the planning and implementation of new UAS pilot projects, training courses, workshops, and seminars for the development of UAS and Airborne ISR specialists; and establish operational guidance to support the effective and efficient delivery of capabilities from both commercial providers and Member States, in compliance with the requirements of the United Nations and the International Civil Aviation Organization (ICAO) Standards and Recommended Practices. The Programme Management Officer will also act as a coordination and orchestration focal point between the Air Transport Service (ATS), the United Nations Global Service Centre (UNGSC), and the United Nations C4ISR Academy for Peace Operations (UNCAP), supporting coherent planning and implementation of UAS-related initiatives across the capability lifecycle. This role will facilitate alignment between category management, operational and technical support, and training and capacity-building activities, while promoting information sharing and effective use of extra-budgetary resources. The Programme Management Officer reports to UAS and Airborne ISR Category Lead or their designated official. ResponsibilitiesWithin limits of delegated authority, the Programme Management Officer will be responsible for the following duties: • Establish a governance chart that can enable, inter alia, visibility on the programme achievements, stakeholders’ engagement, regular project implementation updates to OSCM leadership including the use of assigned project budget and/or extra-budgetary (XB) funds, as well as Senior Leadership decision making. • Participates in the development, implementation and evaluation of assigned UAS and airborne ISR programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops and webinars, through other interactive sessions and assisting in developing the action plan that the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to the planning and management of extra-budgetary funds (XB) (programme/project, planning, preparation and submission, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Acts as focal point for orchestration and coordination of UAS-related initiatives among relevant stakeholders . • Performs other duties as required. EducationAdvanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 Foundation Project Management Certification or practitioner level) or equivalent is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. Experience in collaborating with partners on operational support issues in or with an international organization is required. Experience in drafting, implementing, and monitoring complex projects and reporting to project stakeholder is required. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system, and/or working with integrated planning, monitoring and reporting (IPMR) solution is required. Experience with self-service analytics and data visualization applications (MS Power BI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is desirable.
